Yayasan Pengguna Negara Malaysia, Wilayah Sarawak (YPNM) Sarawak has successfully hosted a Three-day (12th – 14th November 2024) “Occupational Safety & Health Coordinator (OSH-C)” training session (职业安全和健康协调员) at the #cssckuching Kuching Community Social Support Center. This event was organized in partnership with the #sarawakrestaurantassociation Sarawak Restaurant Association and Alpha Frontier HSE Consultancy Sdn Bhd, an accredited training provider by the Department of Safety & Health Malaysia. The course aimed to ensure compliance with the updated Occupational Safety & Health Act 2022.

Tuan Tsai Chang Yee, Ketua Seksyen Tapak Bina of the DOSH Sarawak, attended the sharing session, where he addressed participants on recent OSHA 2022 amendments. He emphasized that these updates enforce stricter penalties for non-compliance, including fines of up to RM 500,000 and imprisonment for up to two years. He also highlighted that the Act extends its coverage to all economic sectors rather than just specific industries. Under the Act, workplaces with five or more employees must appoint an OSH-C to oversee occupational safety and health. Additionally, conducting workplace assessments for occupational safety and health helps employers understand key areas that DOSH officers will focus on during audits.

Dr. Ling Yee Soon highlighted that the amended OSHA 2022 (A1648) mandates employers to appoint an Occupational Safety and Health Coordinator (OSH-C) for their workshops, as stated in the Gazette. Throughout the training, participants, primarily mechanics, were instructed on establishing an Occupational Safety and Health Policy, creating organizational charts, forming safety and health committees, developing emergency response plans, understanding NADOPOD requirements, and conducting risk assessments, including HIRARC, CHRA, and NRA. Non-compliance with these responsibilities could result in fines of up to RM 500,000 or imprisonment for two years. Employees, likewise, are required to follow workplace safety and health guidelines set by employers, or they risk facing negligence charges, with potential penalties of RM 2,000 and/or three months’ imprisonment. A checklist was also provided to assist restaurant operators in safeguarding both employer and employee rights.

Mr. Jimmy Ling, Chairman of YPNM Kuching stated that Ensuring a safe and healthy work environment is a basic consumer right in Malaysia. YPNM Sarawak is therefore committed to providing OSH Coordinator Training & Certification programs throughout Sarawak to increase employer awareness and enhance consumer protection. The OSH-C course is eligible for claims under the HRDC claimable scheme through a partnership with an HRDC-accredited training provider.
